Ray Frost
Ray Frost is a gnome wizard that runs an ice vending store in Skeletown. He boasts to anyone and everyone that he is THE “Ray” that created the spell “Ray Of Frost”1). To date, no one has proven this to be incorrect, but everyone who encounters him is pretty skeptical. To his credit though he has a similar spell he calls Ray's Block Of Ice that he casts on water to form the ice he's selling for 1gp each out of his store. So it is safe to say that Ray has a mind for business and is using his magic to make it happen. He will also tell anyone that asks about his backstory that he was once an initiate wizard at the Tower Of Six but like most did not agree with their belief in the ForceKin so left.
1)
aka the spell Ray Of Frost from the PHB that everyone who's ever played Dungeons & Dragons knows.
