In The Cans of Mythburg this tribunal consists of 3 robed and hooded wearing figures one might describe as being “shadowy” or “anonymous”. This is exactly has Lord Huacan Tang wants tribunals to be in each district. Their job is to enforce judgement in their respective district with the main objective being to keep the city running smoothly, as opposed to being fair to individuals.
